It swivels along the screw in part 28 (why I thought maybe the grommet was the problem but I can't see how it would be). When everything regarding the VTS was assembled (including the nut which was removed before I took the pic) and the push rod was connected to the jet pump, I could still shift/twist the entire VTS housing.
